Three-quarters of offenders return to crime regardless of whether they are jailed or given community sentences, according to the Ministry of Justice.
Newly-published figures show that 74% offenders were reconvicted within nine years of starting a community order or being released from prison.
The statistics, for England and Wales, also reveal that 14 prisons have one-year re-offending rates of more than 70%.
According to BBC home affairs correspondent Danny Shaw, the figures also show there is less difference between short-term imprisonment and community orders in terms of re-offending than has been previously thought.
